The House Committee on assassination already rejected the Warren Commission report. I suspect the records that remain are retained to preserve the principle of nondisclosure if it threatens a living informant. Government bureaucracy don't like to set precedents that jeopardize later secrets. It's not who killed JFK that is the issue for them
